[Alpha Biz= Ellie Kim] POSCO Holdings has drawn positive attention for its plan to directly hire around 7,000 subcontract workers, but labor unions are raising concerns over the lack of direct negotiations.

According to industry sources on April 23, POSCO recently shared a “direct hiring roadmap and working conditions” through its Coexistence Council. The plan includes hiring workers under a general job category, recognizing prior service for rank, and offering performance-based bonuses.

Despite the announcement, unions remain critical, arguing that POSCO has not engaged in direct dialogue. They also question the authority of the council, which was established for cooperation rather than labor negotiations.

Several subcontractor unions have withdrawn from the council, accusing it of overstepping its role and undermining collective bargaining rights. They warn that the process could weaken labor representation and potentially lead to worse working conditions after direct employment.
