[mdtoday=최유진 기자] 정부가 국민건강보험공단에 지원하지 않은 법정 국고지원금이 무려 22조원에 달했다.
국회 보건복지위원회 소속 더불어민주당 전진숙 의원이 건강보험공단으로부터 제출받은 ‘건강보험 법정지원금 및 실제지원금 현황’ 자료에 따르면, 정부가 지난 2007년부터 올해(예산)까지 법정지원 한도 대비 지원금액에서 총 21조6700억원을 체납했다.
국고지원금이란 공공 기관이나 단체가 담당하는 일정 사업을 지지해 도울 목적으로 국가가 지급하는 금액이다.
정부는 ‘건강보험법’과 ‘건강증진법’에 따라, 지난 2007년부터 해당 연도 건강보험료 예상 수입액의 20%에 상당하는 금액 중 14%는 국고에서, 6%는 담배부담금으로 조성한 건강증진기금에서 지원해야 한다. 그러나 2007년부터 2024년 기간 건강보험료 수입의 20%에 해당하는 149조7032억원을 지원해야 했지만, 실 지원 금액은 128조332억원이었다.
연도별 미지급액을 보면, ▲2007년 3102억원 ▲2008년 4592억원 ▲2009년 128억원 ▲2010년 1117억원 ▲2011년 5196억원 ▲2012년 6761억원 ▲2013년 5950억원 ▲2014년 5101억원 ▲2015년 6785억원 ▲2016년 1조4515억원 ▲2017년 2조1474억원 ▲2018년 2조4229억원 ▲2019년 2조2705억원 ▲2020년 1조4482억원 ▲2021년 2조458억원 ▲2022년 2조546억원 ▲2023년 2조3752억원 ▲2024년(예산) 1조5807억원이었다.
